There have been a few confusions addressing the guidelines released for each sector of business. One would think that once the Governor states that a sector of business can open, that it is clear to go, if all state protocols are met. This is not necessarily the case, but it is a good starting point to prepare for.
Once the Governor opens a sector, then each individual county (in our case LA County) must meet the guidelines put in place by the State AND they also have the ability to impose additional and more restrictive measures or even delay the opening of any one sector. Once the LAC Health Officer releases the sector, there are often different and more restrictive protocols that must be met before you can open.
For the record, the City of Manhattan Beach has the ability to add additional restrictions or guidelines but cannot be less restrictive than the county or the state. To recap, its best to acknowledge the direction of the Governor and take it as a cue to prepare. Then follow the LA County Department of Health directive once released and make sure you abide by all protocols. You cannot reopen until the County has released your sector.
